Error 10061 (no replies)

I tried everything to make works, but I don't get it. I use Windows xp Pro SP3 with all updates. I tried to configure the instance many times but always failed, the service start normally, I turned off the firewalls and I have that was no possible to connect on localhost, error 10061. I relesed the doors and the problem continues.
I saw the connections and the port is free.
