ERROR 2003 (HY000): Can't connect to MySQL server on 'localhost' (10022)

This is the error i get when i try to start MySQl server please tel me what to do
The configuration of my PC is
a)Windows XP
b)2GB RAm

please tel me wht does this error mean and how can i solve it. Waiting eagrly for your rply.
