ERROR 2003 (HY000) : Can't Connect to MYSQL Server on "my ip" (100) (no replies)

Hello Friends,

I am getting this error(ERROR 2003 (HY000) : Can't Connect to MYSQL Server on "my ip" (100)) When i am connecting my mysql from some other System.

Please help me out on this...
