Program Stops Responding (no replies)

I cannot get the installation to finish. Everything is fine until it tries to write the config file then the program stops responding.

Using MySQL 5.1 on Windows xp (32 bit)

I have installed the same setup on a Win7 (64 bit) with no problems

I'm the only user on the XP machine and have all permissions
Any help is appreciated!
