On Windows - #1045 - Access denied for user 'root'@'localhost' (using password: NO) (no replies)

I got this message on Windows-OS: #1045 - Access denied for user 'root'@'localhost' (using password: NO)

First, with a program called "WebMatrix" from Microsoft, when I tried to install Wordpress. Then I changed to XAMPP and had the same problem. Is this an exploit? Worm. I was astonished to find the password for MSQL-root was already set.

On "http://dev.mysql.com/doc/refman/5.0/en/resetting-permissions.html" is a Howto to reset the root password. But it don't work. In folder xampp>mysql on my local drive is a resetroot.bat. But it don't work. I never had this problems.
